Australia Set Out to Halve Road Deaths by 2030. They're Rising Instead — and Half the Increase Rides a Motorcycle.
The National Road Safety Strategy promised a 50% cut in the road toll off a 1,139-a-year baseline. The year to June 2026 recorded 1,325 deaths — up 16%, five straight years of increases, and the most in a calendar year since 2010. Motorcyclists are close to half of the increase. And it is not happening on the high-speed country roads the strategy was written for.
In 2021 every Australian government signed the same promise. The National Road Safety Strategy 2021–30 committed the country to cutting annual road deaths by at least half by the end of the decade, a step toward zero deaths by 2050. The baseline it measured itself against was the 2018–2020 average: 1,139 deaths a year. Halving that means getting to about 570 by 2030.
Five years in, the line is pointing the wrong way. In the twelve months to June 2026, 1,325 people died on Australian roads. That is 16% above the baseline the strategy set out to halve, not below it. The annual toll has risen in each of the last five calendar years, and 2025’s 1,309 deaths were the most in any year since 2010.

The gap between the two lines is the story. To reach the target on a straight path, the toll would need to be falling by roughly 60 deaths a year. It is instead rising by about 40. Nothing in the recent data bends it back toward 570.
More people is not the whole story#
The first objection to any rising count is population. Australia has about two million more people than it did at the baseline, and more people means more drivers, more trips and, all else equal, more crashes.
All else is not equal. Dividing deaths by population, the rate rose from 4.50 per 100,000 people across the baseline years to 4.74 in 2025 — a 5.3% increase in the risk carried by the average Australian. Population growth explains a large part of the extra deaths. It does not explain them away: the per-person rate went up too.

Nearly half the increase rides a motorcycle#
Break the increase apart by who was killed, and one group dominates. Between the baseline and the last three years, motorcyclist deaths rose 35% — from about 197 a year to 266. That single rise of 69 deaths a year is 48% of the entire national increase of 145.
Drivers, the largest group in absolute terms, rose 8%. Pedestrians rose 11%. Passengers barely moved. Motorcyclists, a small share of the people using the roads, supplied close to half of the extra deaths.

The same picture over time is starker. Deaths of car occupants — drivers and passengers together — have drifted around a flat line for fifteen years. Motorcyclist deaths have climbed steadily since the mid-2010s and accelerated after 2020.

The rise spans every age of rider. The largest jump is among the youngest: riders aged 17 to 25 went from about 33 deaths a year to 61, close to a doubling. But older riders rose too — the 60-to-74 band from 31 to 42 — and riders over 75 tripled off a small base. This is not one cohort. It is more people dying on motorcycles across the board.
Not on the roads the strategy was written for#
The mental image of a fatal Australian crash is a country one: a single vehicle, at speed, late at night, a long way from town. The strategy’s safe-system thinking — safer high-speed roads, run-off-road barriers — is built around exactly that crash.
The increase is not that crash. It is happening in the cities and the inner suburbs. Deaths in major cities rose 17% and in inner-regional areas 18%. Outer-regional deaths rose only 7%, remote areas not at all, and very remote areas fell 16%.

Three predictions written down before the numbers were run all failed, and they failed in the same direction. Each one assumed the extra deaths would look like the classic country crash. Each was wrong.
- High-speed roads — 100 km/h or more — were expected to lead the increase. They carry 47% of all deaths but only 7% of the rise. The extra deaths are on 60–79 km/h roads, the suburban and town-arterial category, which alone accounts for 66 of the 145 added deaths a year.
- Single-vehicle crashes were expected to lead. They are 57% of deaths but 17% of the increase. Multi-vehicle crashes, which happen where traffic is dense, supply 118 of the 145.
- Weekends were expected to lead. They are 34% of deaths but 15% of the increase. Weekday deaths — the commuting pattern — supply 122 of the 145.
Put together, the growth in Australia’s road toll looks less like the crash the strategy was designed to prevent and more like ordinary urban and suburban driving on ordinary days.
Victoria and Queensland, and the older road user#
By state, the increase is uneven. Victoria’s toll rose 26% between the baseline and the last three years and Queensland’s 19%. New South Wales, the most populous state, was almost flat at 3%.

By age, the fastest-rising group is not young drivers. Deaths among people aged 65 and over rose 27% between the baseline and the last three years; deaths among people under 40 rose 6%. The bands rising fastest are 60–74 and the very young, 0–16.

An ageing population that stays mobile later in life is one plain reading of that older-age rise. It is a description of the pattern, not a proven cause — the data here records who died, not why.
What could explain this instead#
More motorcycles, not more danger per rider. The database counts deaths, not kilometres travelled. Motorcycle and scooter registrations have grown over the period, and if more people are riding more often, motorcyclist deaths can rise without the risk to any individual rider changing at all. BITRE does not publish deaths per registered motorcycle or per kilometre ridden, so an exposure-adjusted risk figure cannot be computed from this data. The finding is that motorcyclists are close to half of the increase in deaths; it is not a claim that riding has become proportionally more dangerous per trip.
A baseline dragged down by the pandemic. The 2018–2020 baseline includes 2020, when lockdowns cut travel and the toll fell to a low of 1,097. A depressed baseline makes any later rise look larger. But 2025’s 1,309 deaths exceed every pre-pandemic year back to 2011, and the per-person rate rose as well, so the increase is not only a rebound from a COVID-suppressed floor.
Some of the rise is missing data, not more deaths of a kind. The “unknown” road-user category grew from about 5 deaths a year to 18, and the “not stated” speed-limit code roughly tripled. Rising blanks account for a slice of the increase and add noise to the decomposition. They are a small share — unknown road users are 9% of the rise — and do not overturn the motorcyclist or the geographic findings, but they are a real limit on precision.
The most recent months are provisional. BITRE marks recent months as preliminary and subject to revision, so the exact 12-month-to-June-2026 figure may move on a later extract. The five-year climb across complete calendar years does not depend on the last few months.
The strategy is not quietly missing its target. It is being missed loudly, in the wrong direction, for the fifth year running — and the deaths driving the miss are not the ones the plan was written to prevent. They are motorcyclists, in the cities and suburbs, on weekdays, on the kind of road most people would call safe.
